  i think it was not commented on because ottawa did not plan ahead of time to intentionally impede/obstruct the waterloo team from attempting to race to the best of their ability

  Ya this surprises me. I was standing at that corner and just assumed the late exchange would be penalized. I didn't realize until now that their time stands.
